Multi-year work plan: soon mandatory for co-ownerships

The law established the obligation for co-ownerships over 15 years old and 50 lots to put in place a multi-year work plan (PPT) from January 1, 2024. This measure, which will gradually apply to co-ownerships of size more reduced, aims to improve the management of co-owned real estate and reduce the risks of deterioration.

What is a multi-year work plan?


The multi-year work plan is a document which lists the work to be carried out in a co-ownership over a period of ten years. It must be established by the syndicate of co-owners, on the basis of a global technical diagnosis (DTG).


The DTG is a document produced by a qualified professional which allows the condition of the building to be assessed and an action plan to be drawn up for the work to be carried out.


The multi-year work plan must be approved by the general meeting of co-owners. It must be updated every year, or more frequently if necessary.


What are the objectives of the multi-year work plan?

The multi-year work plan has several objectives:

  • Improve the management of co-owned real estate: the multi-year work plan makes it possible to plan the work to be carried out over a period of ten years. This ensures that the building is properly maintained and prevents the risk of deterioration.

  • Reduce the risk of disasters: renovation and maintenance work helps reduce the risk of disasters, such as fires, floods or infiltration.

  • Reduce co-ownership charges: energy renovation work can help reduce co-ownership charges, particularly heating charges.

Who is affected by the multi-year works plan obligation?

  • Co-ownerships of 51 to 200 lots: obligation from January 1, 2024

  • Co-ownerships of 50 lots or less: obligation from January 1, 2025


How to create a multi-year work plan?

Carrying out a multi-year work plan requires several steps:

Carry out a global technical diagnosis (DTG): the DTG is a document produced by a qualified professional which allows the condition of the building to be assessed and an action plan to be drawn up for the work to be carried out.


Establish a multi-year work plan: the multi-year work plan must be established by the co-owners' association, on the basis of the DTG. It must list the work to be carried out, the associated budgets and the forecast schedules.


Approve the multi-year work plan at a general meeting: the multi-year work plan must be approved by the general meeting of co-owners.

Monitor the execution of the multi-year work plan: the co-owners' association must monitor the execution of the multi-year work plan and update it if necessary.
